FTR: I copied autopkgtest 5.38ubuntu1~24.04.1 (from noble-proposed) into https://launchpad.net/~slyon/+archive/ubuntu/netplan-ci/+packages, to fix the "Timed out waiting for container to boot" error in autopkgtest-build-lxc/debci setup -s testing -a amd64 -b lxc. That package version will eventually land in noble-updates so that we don't need the "netplan-ci" PPA anymore.

The other changes of this PR are not actually needed, so I'm closing it.
