GH230: Update Cake to 7.0.0-alpha0124 and split Verify snapshots by TFM - #231

- Bump Cake.Core, Cake.Common, Cake.Cli, Cake.DotNetTool.Module, and Cake.NuGet to 7.0.0-alpha0124.
- Load Cake XML docs from lib/$(TargetFramework) so net11-only aliases keep documentation.
- Store Verify snapshots under Snapshots/{tfm}/Unit/{class}/{method} so net10 and net11 can differ (StartProcessAndForget).
- Refresh generated alias snapshots for Tar, Untar, and DotNetUpdatePackage.
