- Drops support for PHP 7.3, 7.4 and 8.0 to match Heroku and simplify GitHub workflow conditions
- Build Swoole v5.1.1 on PHP 8.3
- Build OpenSwoole v22.1.0 on PHP 8.3
- Fixed PHP 8.3 extension builds
