Restore Mesos 1.2 compatibility: Handle AllocationInfo within used resources #4

Following this change in Mesos 1.2 [1] we need to unset the allocation info of used resources. Otherwise the subtraction to reduce the available oversubscribable resources will be come a no-op, which can lead to overload.

The second additional commit is mostly a cleanup. I was confused by the behaviour while reading the code and debugging.

This is meant to simplify reasoning of the dynamic behaviour of the code
and its associated logging messages.
