[PM-33043] Fix the failing test.

📔 Objective

For some reason, the test GetPoliciesApplicableToUserAsync_OnlyFetchesAbilitiesForFilteredOrgs failed in main because it was missing a reference. This PR adds that reference to fix the failing test.
