During some of the games in the bracket we had issues with sending far too few team comm messages (Only sending ~2000 during a whole match with 4 robots when we should be sending 9600). This issue was not present in the final.
This may have been an issue because the wifis were overloaded by the booster robots (Which we managed to prevent in the final by asking for wireshark monitoring), or it may have been an issue introduced by #986. We reduced the factor introduced in that PR to 1 in the final.
We should try and reproduce the issue. Because the team comm works slightly different in sim, this may be impossible without having multiple robots in an actual wifi setup.
