Moving bin scripts to library helper #375

Description of feature

Currently, the bin library in python has been growing a lot, with currently 8 scripts and the list continues growing, I suggest to start moving these scripts into a helper library in python which could make the quantms pipeline cleaner. This will enable us to replace all the scripts with only one library and every process will only use the commandline.

Before starting programming, please let me know your approval with 👍

This has been done with the release of quantms-utils #366
