Added .pre-commit-hooks.yaml according to #54.

TODO

  • Use vyper type for files so files argument is not overridden.

I was waiting for this PR to go through and got ghosted. It is needed to simply use vyper format and not reconstruct regular expression at user end. But still can be used with some difficulties.
