Issue #, if available:

Description of changes:

  • Ensure versions are aligned throughout (CUDA major and minor versions used, Ubuntu major version, etc.)
  • Remove unused or unnecessary packages
  • Update NCCL version from 2.18.5 to 2.22.3
  • Update aws-ofi-nccl version from 1.9.1 to 1.11.0
  • Use a pinned version for NCCL tests
  • Use generated artifacts (zip archives) instead of git clones of repositories
