Reason for this change
adding the volumeInitializationRate property for faster restore from ebs snapshots and faster instance launches
Description of changes
added the property to both volume.ts files in aws-autoscaling and aws-ec2
added the validation logic to the ebs-util.ts file
I was unabale to run the integ tests, because I do not have an AWS account
