Defining merge requirements for Autoware.Core

Description

We should define the merge requirements for Autoware.Core packages. This could be updated as we develop, but I would have to at least make sure that we have equivalent of Autoware.Universe CIs running on Autoware Core.

Purpose

Make sure that CI and branch protection rules are set to guarantee code quality of Autoware.Core.

Possible approaches

Copy workflows used in Autoware.Universe and Autoware.Auto, and apply improvements if necessary.

Definition of done

Have CI setup for Autoware.Core repository

• copy necessary CIs from Autoware.Universe

• update pull request templates
