Version 1 - re-write re-release

a17-generator has been re-written to install A17 front end libraries as they are today. Previously a17-generator attempted to install and set up a17-boilerplate - a project which has ended having been split out into its constituent parts. a17-generator will now install A17 Tailwind Plugins or A17 SCSS Utilities, A17 Behaviors, A17 JS Helpers along adding a Webpack build task, Vue, Storybook or Fractal, initialise a git repo and write a readme. It also no longer installs fixed versions of anything, instead opting to install the latest versions.
