OGIT change process

You can contribute as described in CONTRIBUTING.md.
Each issue and pull request will be processed by OGIT maintainers. Changes might be

accepted
partially accepted
rejected
put on hold

If an issue or pull request is processed then:

necessary changes are applied to corresponding Turtle files
issues is closed or pull request is accepted
declaring a new version number as described in README.md.
a note is added in version.info in the 'next version' section
