Syncs Version::API_SPEC_VERSION and corrects two stale doc comments to match the spec's current text: the task-publish limits (10 per Actor, 100 per account, was "fewer than 50") and a note that the idempotency-key header on RunClient::charge() is now spec-required (the client already always sends one). Per apify-docs #3013, the idempotency-key description now notes it expires 3 minutes after the charge; a later request reusing it creates a new charge instead of deduplicating. Adds that note to RunChargeOptions::$idempotencyKey and docs/options.md. No behavior change.
