Add a guide to the SDAP RTD for evaluating release candidates and responding to VOTE threads. Intended for PMC members but welcomes non-PMC community to make their own evaluations and provided advisory votes.
PR also includes some RST cleanup to clear up a bunch of build warnings from RTD.
