This pull request updates the dependency requirements in mltransform_generate_vocab_requirements.txt by upgrading tensorflow_transform, tensorflow-metadata, and tfx-bsl to the >=1.21.0,<1.22.0 range, and removing the constraints on numpy and pandas.
