Bump httplib2 upper bound to modern version

A number of deprecation warnings are thrown from within the current httplib2 version (0.22.0) and this can clutter test output with unnecessary noise. Bumping the upper bound removes those warnings and remains compatible with all of the python versions Beam supports.
