[Amoro-3766][Subtask] Change TableService to SPI mode to support expansion of other implementation methods.

Why are the changes needed?

Close #3766 .

Brief change log

Through the SPI mode, a new implementation entry for MasterSlaveTableService is added for gradually adding the implementation logic in the master-slave mode later.

How was this patch tested?

• Add some test cases that check the changes thoroughly including negative and positive cases if possible

• Add screenshots for manual tests if appropriate

• Run test locally before making a pull request
