Problem
We were doing overall connection rate limiting first and then per address rate limiting. The could enable noisy clients to generate a lot of busy connection attempts which can lead to other good behaving clients not be able to make connections.
Summary of Changes
Do Per IPAddress connection rate limit before the overall connection rate limiting.
