Desktop: Tasks Sidebar

The only thing i miss from the TUI is Tasks sidebar, this tries to fix in a non intrusive way:

• Changed Toggle Review to Toggle Sidebar
• Show Toggle Sidebar if you have any pending task or current behavior, any file changed
• If you have sidebar enabled without file changes, it will automatically open the task directly on tab
• If you have sidebar enabled with file changes, it will just show the tab there, will not move to the tab
• Tasks on header only show if pending tasks, clicking on it enables sidebar and moves to tasks tab

We probably need a different name then sidebar as we already have one, but i think review isn't it...
