What does this PR do?

Makes check-docs build the V2 docs in both modes. Since #62425, --mode dev renders the docs restyle (dev.opencode.ai) and --mode production renders today's docs from src/docs/legacy/ (opencode.ai) until the flip, so both need to build on every pull request. Split out of #62425 because changes under .github/ need a team review.

How did you verify your code works?

Both commands ran on an exe.dev VM on #62425's head: bun src/docs/script/build.ts --mode dev (70 pages, restyle) and --mode production (70 pages).

Looks good. On the head commit, after bun run generate, I ran both new workflow steps from services/site: --mode dev built 70 pages (restyle) and --mode production built 70 pages (legacy). The size budget, link and asset checks passed. The two steps run one after the other and write to separate output folders, so wiping the shared build cache at the start of each run is safe.

Public API: unchanged (CI workflow and services/site/src/docs/AGENTS.md only).

The file list still includes the stacked #62425 commit, which is already on dev as a squash merge. Compared directly against dev, the PR only adds the workflow and AGENTS.md changes.

dev.opencode.ai renders the docs restyle and opencode.ai the legacy docs
until the flip (src/docs/AGENTS.md, "Restyle"), so check-docs builds
both modes.

The rebase addressed my earlier point: the stacked #62425 commit is gone, and the PR now only changes .github/workflows/check-docs.yml and services/site/src/docs/AGENTS.md, with the same content as before. On the new head, after bun run generate, both workflow steps built 70 pages each and passed their checks: --mode dev (restyle) and --mode production (legacy). Public API: unchanged. Nothing new to flag.

Closing: #62466 ships the restyled docs to opencode.ai and removes the build modes, so there's only one docs build left. A follow-up only needs to drop --mode dev from check-docs.yml (the docs build ignores it for now).
