Hi, to use go-eccodes in go1.13 on ubuntu, I have been forced to do the following changes:

renamed files starting with '+' illegal for go on linux
changed dependancy to github.com/amsokol/go-errors to github.com/pkg/errors
removed useless -leccodes_memfs -ljasper in CGO_LDFLAGS
