This adds timezone support. I have tested, and it works fine using UTC and also Pacific/Auckland timezones.

I have also added instructions on how to build this project, as these were missing, making development harder.

Please make sure these modifications get into the ec2-scheduler solution documented at https://aws.amazon.com/answers/infrastructure-management/ec2-scheduler/

groverlalit; Please can you merge my change. even if you eventually make a better version.. it should not take this long for a change request to get in. I'd like a contributor, not just I write something, and 6 months later, a new version is released, which does what I wrote, but without any recognition.

For everyone else's benefit, it looks like AWS release a new solution which superceeded this one called AWS Instance Scheduler. See https://aws.amazon.com/about-aws/whats-new/2018/02/introducing-the-aws-instance-scheduler/.
