If this flag is set, an integer value larger than 64-bit is converted into a double value. Without this flag an error is returned.

PR for #698 to get a first feedback.
I can add some more test cases and remove the trailing whitespace changes in apiref.rst if this is not wanted.
I didn't modify json_load_dump_fuzzer.cc because I do not understand how this works.
