With Hugo 0.134.0, it is time to publish more wheels after #66. Architectures that have not been tested are considered to be at a lower tier than those that have been tested.
The architectures in the lower tier are Windows i686 and Windows arm64. i686 is tested; we don't have CI providers configured for arm64 (I'll need to add CI configuration for Azure).
