The `ts-node` package hasn't been updated in a couple years and no longer works with newer TypeScript versions, so I replaced it with `tsx` and upgraded everything else to the latest versions. Tests and Prettier all pass, and build output is identical. Setting `typescript` as an optional peer dependency helps ensure consumers of the package are on a similar version.
