Relock dev tooling (ruff 0.17.0, ty 0.0.86, lefthook 2.2.1), move CI to uv 0.13.0 and setup-uv 10.3.0, so the 3.15 matrix leg installs the final release rather than rc3, and run pip-audit on Python 3.14.

Summary
astral-sh/setup-uv10.3.0 (was 10.2.0). uv 0.13 ships Python 3.15.0 final, so the 3.15 matrix leg now tests the release instead of rc3. Its breaking changes (constraints-file hashes and editables, tar backend,build --clear) touch nothing this repo uses.Worked with Varun.
