fix(slider): ensure input fires on track interaction

Description

Removes value equality checking before firing input event when setting input value from handle.

Motivation and context

The values were getting off-sync when the track is interacted to bring the handle to it and start updating values.

  1. Open storybook to Slider - Editable
  2. Click the handle
  3. Click the track and observe Actions
  4. It should fire inputs when track is clicked and with subsequent drags, and a change fires when let go.

• Did it pass in (emulated) Mobile?
• Did it pass in (emulated) iPad?
