Description

This PR introduces @adobe/aio-commerce-lib-webhooks, a new library package that facilitates webhook implementation for Adobe Commerce applications. The package provides a clean, type-safe API for creating webhook operation responses that integrate seamlessly with Adobe Commerce's webhook system.
