Try updating to gcc 14.2Rel1 from https://developer.arm.com/downloads/-/arm-gnu-toolchain-downloads

Try updating broadcom to gcc14 as well.

I'll update the Building CircuitPython guide after this is merged to say that this is the compiler to use for post 10.0.0-alpha.6 builds, and it will probably work backwards as well. But I haven't tried building 9.2.x with gcc 14. I'll bet @tannewt did, and it's probably fine.

Looks good, except .devcontainer/cortex-m-toolchain.sh needs updating.
