  1. Optionally emit debug information with compiled scripts 

    The format for now is a simple direct JSON translation of the C
debug information dictionary.

Additionally consolidate all compilation related options into a
`CompileOptions` class to avoid the limitation of 7 generic parameters
in a command handler.
