It looks like we're hitting the same problem described at SeleniumHQ/selenium#13112 Perhaps using '--headless=new' instead of just 'headless' will fix it.
These are new in Chrome 120.
I didn't notice that I broke when I changed the TIME_AFTER_CREATION period recently. This updates the spec correspondingly.

This should get CI back to green, except perhaps for the intermittent failures related to the LiftWing API, which might be giving poorly-handled 429 responses or similar.
