Fixpack 4 contains the following fixes:

  1. Fix Gaussian Testcase on Windows.
  2. Fix Axonal Plasticity testcase for NO_CUDA mode.
  3. Fix kernel debug printing of scaleWeights for inhibitory neuron groups.
  4. Fix scaleWeights test program.
  5. Fix STP in networks with synaptic delays > 1ms.
