Update for 1.19 supporting

/mtadmin reload is now able to hot reload the prediction configuration.
The option of whether the recipient charges or the payer pays the transfer tax is added.
The payment reciever will receive the payment prompt
Fixed the bug that the word "总计" cannot be changed by the lang file
