Implements features previously controlled by SpecialClass that RA has in rules.ini. Attempts to match changes to RA that implement remaster MP options.
Cleans up some inconsistencies with TD over how some MP options are implemented for remaster.
Also adds support for loading rules from scenario ini files.

Implements initial parts of [General] section based on already supported features in the engine.
Fixes some inconsistencies between RA and TD remaster code relating to rules.ini settings.
Adds support for [ThemeControl] and [Recharge] sections as well.
