Buffer trees are replaced at the gpl step and tests show that we can remove the rsz commands at floorplan without notable degradation. Signed-off-by: Martin Povišer <[email protected]>

Remove resizer steps at floorplan time as it's mostly wasted effort. Buffer trees are replaced at placement time and
repair_timingis limited without placement so running it at floorplan is too early.Updated Rules
