This is a (still WIP) patchset that tries to improve licensing to follow REUSE specification to mark source code and related assets with licensing information, while additionally keeping the overall structure compatible with GitHub licensing detection until it will also work with REUSE correctly – especially with it currently supporting listing multiple licenses for a repo.
This will also need its own explanation in future contributing guidelines, so contributors will also follow REUSE and mark their sources with their own licensing conditions, unless they will be willing to give away right to the modifications done to keep remaining copyright holders as-is (which should be default stance for the most flexibility towards re-licensing), at the same time it might help with decision-making on separation of modules that might be more restrictive with licensing conditions.
