Addresses werkzeug security vulnerabilities in seldon-core

Which issue(s) this PR fixes:
Fixes #5566

Special notes for your reviewer:
SNYK-PYTHON-WERKZEUG-6808933 is new since #5566 was created, requiring a bump to 3.0.3
