Add new features

Fixed:

• 1.21.4 crashes and weirdness
• client commands taking priority over server commands
• unintended crashes when malilib isn't installed
• command permissions
  • previously running /g as a player that wasn't an operator would succeed

Added:

• panorama and blur effect on config menu and macro menu
• new macro editor screen
• /m, shorthand for /macro
• client /quicktp, server /g, /base and /reach
