Created a new branch for FQHC runs with the random seed fixed and added the visualization notebook (in case we need to plot graphs anytime now or in the future). This branch will be used to run the FQHC scenarios, comparing baseline and implementation runs across various cost parameters, and to observe the LYS respectively.
