[ci][issue] Add issue automation workflows

为什么提交这份PR (why to submit this PR)

当前 Issue 的分类、任务认领和相似问题检索主要依赖维护者手工处理。随着 Issue 数量增长，重复分流、认领状态不透明以及重复问题检索会增加维护成本。

本 PR 增加一组不依赖外部 AI 服务的 Issue 自动化能力，并已先在镜像仓库完成真实事件验证。

你的解决方案是什么 (what is your solution)

• 扩展 Bug 与 Feature Issue Form，以结构化字段辅助自动分类；自动标签器只使用仓库中已存在的标签。
• 增加 /claim 与 /unclaim 命令。任意开放且未分配的 Issue 均可认领；可分配用户写入 GitHub assignee，其他贡献者使用机器人状态评论回退。
• 增加保守的相似 Issue 推荐，使用 GitHub 内置搜索，不自动关闭 Issue；历史回填默认为只读 dry-run。
• 所有工作流采用最小权限、同 Issue 并发控制和固定提交 SHA 的 checkout。
• 增加 44 项单元测试，覆盖权限边界、幂等处理、认领状态、分页、限流和 dry-run 场景。

本 PR 分为三个提交：自动分类、Issue 认领、相似 Issue 推荐。

完成后，提交将自动更新至 issue-automation 分支，关联的 Pull Request 也会同步更新。
Once completed, commits will be pushed to the issue-automation branch automatically, and the related Pull Request will be updated.
