Motivation
Splitting_rocPyDecode_and_rocPyJpeg
rocPyJpeg after this PR is merged will have its own repo under ROCm
Technical Details
rocPyJpeg now in a new repo after splitting its code and docs out of rocPyDecode
The DOCs PR: #246 should be merged as well with this PR
Test Plan
Ctest now has 14 tests for rocPyDecode

All tests pass
