docs: consolidate orchestrator-scope note into Sphinx include#160

Replace inline ".. note::" blocks scattered across container/cluster-file docs and three READMEs with a single ".. include::" of docs/_includes/orchestrator-scope.rst. Drops the duplication; keeps exactly one canonical scope statement.
