Previously, the lack of a camera or microphone capability would block the creation of all publications and subscriptions as part of a sanity check. As the variety of possible media improves, these things missing should only disallow the creation of objects that require them (i.e no camera means no video publication, but video subscriptions and audio pub/sub should be usable).
