Introducing AI validations into Project Sidewalk!

This release includes AI validation of labels placed by users to help to reduce the time that users spend validating, and improve overall data quality! We treat these validations the same way that we treat validations from Project Sidewalk users.

We have our amazing high school intern, @jsomeara to thank for this AI integration, as John was the main engine behind it! A huge thanks to our former research scientist @hoominchu as well!

• Adds an AI icon and disclaimer wherever we show AI-derived info #3993 (PRs #4005, #4007)
• Adds AI-suggested tags in Expert Validate (PR #3978)
• Fixes our automated method of checking if GSV imagery has expired #3679 (commit 75fdcac)
• /adminapi/panos API now also returns panos with no labels, but we added a has_labels flag #3975 (commit 21a1d05)
