#5) pi has no MCP, so expose the tools the wizard prompt depends on as native pi defineTool tools, backed by the same helpers as the claude-agent-sdk path: load_skill_menu + install_skill (fetchSkillMenu/installSkillById) and check_env_keys + set_env_values (parseEnvKeys/mergeEnvValues, fenced .env writes). Same tool names as the MCP server so the shared prompt is unchanged; pi's built-in Read/Write/Edit/Bash do the code changes. Verified end-to-end on the CI build channel against express-todo: pi loads the javascript_node skill, instruments index.js with posthog-node + capture calls and exception middleware (node --check passes), and writes .env via the env tool.
