Expand cliff inputs to match Atlanta Fed tools

Summary

• Adds Atlanta Fed-style household, disability, income, assets, public assistance, health insurance, and budget inputs.
• Carries the expanded inputs through metadata, JSON parsing, PolicyEngine situation builders, browser calculations, share URLs, and chart breakdowns.
• Adds modeled reporting for Head Start, Early Head Start, housing assistance, SSI, and SSDI alongside the existing benefits and costs.
• Includes regression coverage for the new input plumbing.
