This PR makes several changes which improve the developer testing experience:

  1. it builds a custom ULM now which has larger contract size limits

  2. several scripts for testing the non-standalone ULM-Wasm VM are added

  3. several Python and bash scripts are cleaned up

  4. poetry script entrypoints are added so that one can run:

    poetry -C pykwasm run deploy
poetry -C pykwasm run wasm2kore
etc...

  5. the README copy was slightly updated
