What Does This PR Do
Allows rapid exchange devices to put beakers into machines frames under construction as well.
Why It's Good For The Game
A previous PR made it possible for beakers to be put into RPEDs, and makes it possible replace beakers in existing machines with them, it did not account for put beakers into unfinished machines. This PR fixes this.
Testing
Go to a machine frame. Hit it with an RPED. Beakers get put in.
