Update 1.21.9 reobf mappings data

This PR updates the reobf mappings data for 1.21.9

Please do not contact me on other platforms about plugins not being updated. If a plugin dev has sent you a link to this PR as a reason they can't update- that does not mean spamming or threatening me is the way to make things happen. This PR is awaiting review.

for everyone looking at this (and still reobfuscating plugins):
we highly recommend everyone to move to shipping mojang mapped jars (docs.papermc.io/paper/dev/userdev#compiling-to-mojang-mappings), as this remapping (both in paperweight and in paper itself for the direction back) will be removed in the future, it was never meant to stick around permanently and becomes an increasing maintenance burden for us, slows down server startup and doubles storage footprint for plugins and really adds not much value anymore. a proper deprecation timeline will be announced eventually.
